Will Rick Pollitt Present Wicomico County’s Budget Today?

SALISBURY, MD – Despite “reporting” from the Daily Times and some local bloggers to the contrary, it appears that Wicomico County Executive Rick Pollitt will come before the Wicomico County Council this morning and ask for an extension in presenting the FY 2013 budget.  As reported in SbyNEWS last night, Pollitt’s administration realized, far too late in the process, that the county faces $14 million in additional education spending thanks to local delegates Norm Conway and Rudy Cain.  Conway and Cain were the only two members of the Shore delegation to vote for SB 848 which re-sets the county’s maintenance of effort number back to FY 2010 levels.

The delay is apparently due to a question posed by DelMarVa Observer editor G. A. Harrison last week at Pollitt’s “public hearing” on the budget.  Pollitt and his staff claimed that the county would have to pay an additional $7 million.  Harrison questioned that number because the bill had not been changed after adoption by both houses of the legislature while Pollitt continued to claim that Conway had assisted in getting the state-mandated expenditure reduced from $14 million to $7 million.  Pollitt insisted that the number was correct.  Now Pollitt is scrambling to come up with an additional $7 million.

Without a special session of the General Assembly and a reduction in the MOE hit, expect Pollitt to ask council to spend the county’s entire reserve.
