If Haiti is not a victim of imperialism, how can its tragic history be explained? Why has this benighted country experienced since independence a virtually unbroken chain of brutal and corrupt leaders? Why have repeated efforts to encourage democracy and due process — including the U.S. occupation — failed? Why are the vast majority of Haitians illiterate? Why has abuse of power at all levels permeated Haiti’s history? Why is the country that was once the richest in the Caribbean now the poorest?
